Scope of Work
The hired consultant/architect firm will be responsible for the following tasks:
- Planning and Designing: Designing and revamping/re-habilitation of Cantonment Fund buildings.
- Preparation of BOQs: Preparing Bills of Quantities (BOQs) based on the MES Schedule of Rates.
- Interior Designing: Interior design for Cantonment Fund buildings.
- Landscaping: Both hard and soft landscaping for the Cantonment Fund properties.
Evaluation Criteria
The bids will be evaluated in two stages:
- Technical Proposal Evaluation: The evaluation committee will first scrutinize the technical proposals as per the evaluation criteria outlined in the bid documents. The financial proposals will be retained for later evaluation.
- Financial Proposal Evaluation: Only technically qualified firms will have their financial bids opened. The financial bids will be opened in the presence of authorized representatives of the firms, at a specified time and date.
Submission of Bids
- Deadline for Submission: Bids must be submitted by 18 December 2024 at 11:30 AM. The technical bids will be opened at 12:30 PM on the same day. Financial bids will remain sealed until the technical evaluation is completed.
- Late or Conditional Bids: Bids received after the deadline or conditional/telegraphically sent bids will not be accepted.
- Tender Document Fee: Interested firms can obtain the tender documents from the Cantonment Board Nowshera office during office hours for a non-refundable fee of Rs. 1,000/-.
- Earnest Money: A Pay Order or Bid Bond for Rs. 100,000/- must be attached with the technical bid.
- Bid Validity: The validity period for the bids is 90 working days from the date the bid is opened.
Additional Information
- Bidder Eligibility: Firms must not be blacklisted by any government department.
- Lowest Bid Acceptance: The lowest financial bid approved by the Board will remain valid for one year.
- Bid Submission: All technical bids must be submitted in two separate envelopes: one for the technical proposal and one for the financial proposal. Each envelope must be clearly marked to avoid confusion.

Final Notes
- The appointment will be on a standby contract basis for one year, extendable for another year if required.
- Firms must ensure that their quoted rates in the financial proposal are free from any erasing, cutting, or overwriting.
- Government servants or employees of autonomous bodies must submit a No Objection Certificate (NOC) before the interview.
