Career Opportunity: Director General, Market Implementation & Regulatory Affairs Department (MIRAD)

LESCO is seeking a qualified professional to fill the position of Director General for its Market Implementation and Regulatory Affairs Department (MIRAD). This senior, independent role involves leading and managing regulatory affairs, technical, financial matters, and contract management. The successful candidate will work closely with LESCO’s senior management and the Board of Directors to implement and operationalize the electricity market in line with the company’s strategic goals.

Areas of Responsibility

The Director General will lead the Market Implementation and Regulatory Affairs Department (MIRAD) and collaborate with key stakeholders, including CPPA(G), NEPRA, PPIB, and other DISCOS, on various activities related to the electricity market. Key responsibilities will include:

  • Regulatory Policy Development: Designing and implementing regulatory policies regarding market orientation, electricity market dynamics, and strategies to engage consumers.
  • Competitive Trading Bilateral Contract Market (CTBCM): Overseeing the implementation of LESCO’s actions according to the CTBCM roadmap.
  • Regulatory Compliance: Ensuring adherence to regulatory directives related to the electricity market.
  • Strategic Planning: Leading the preparation of LESCO’s Strategic Business Plan in consultation with senior management and regular interaction with the Board of Directors.
  • Market Representation: Representing LESCO in regulatory hearings, workshops, and meetings with government officials, NEPRA, CPPA, and other stakeholders.

Qualifications and Experience

Minimum Qualifications:

A Bachelor's degree in Electrical Engineering, Finance, Accounting, Law, or Management Sciences from a reputable HEC-recognized institution. Preference will be given to candidates with a Master’s degree in a relevant field.

Experience:

  • A minimum of 15 years of total work experience, including at least 10 years in the power or related sectors.
  • Strong knowledge of competitive electricity markets, technical, commercial, and financial aspects of the utility business.
  • Experience in regulatory affairs, contract management, and legal issues.
  • Familiarity with the CTBCM model approved by NEPRA and the ability to ensure its implementation at LESCO.
  • Proven leadership, communication, and interpersonal skills.

Additional Requirements:

  • The candidate must comply with the Fit & Proper Criteria outlined in the State-Owned Enterprise Act, 2023.

Remuneration and Contract Period

The remuneration package will be competitive and based on the qualifications and experience of the selected candidate, to be decided by LESCO’s Board of Directors.

The initial contract will be for a period of three (3) years, with the possibility of extension based on performance. Annual evaluations will be conducted by the Board of Directors against agreed Key Performance Indicators (KPIs).
